Building Cultural Connection for Afghan Communities in Fairfax County
The Afghanistan People Cultural Center (APCC) is a community-driven cultural and social initiative established to strengthen cultural connections, promote social integration, and support Afghan communities in the United States.
This initiative is managed by the Afghanistan Refugee Rescue Organization (ARRO-USA) and focuses on developing cultural, social, and educational programs for Afghan women, families, and youth.
APCC is not a government institution. It is a non-political, community-based initiative that aims to build bridges between cultures through meaningful engagement and cultural exchange.
Fairfax Project (Hunter Mill Pilot)
Currently, this initiative is being implemented through a pilot project in the Hunter Mill District of Fairfax County.
This pilot has been designed in coordination and collaboration with Fairfax County and local community partners to create a practical and scalable model for cultural programming at the local level.
The purpose of this pilot is to:
- Launch cultural programs on a small, manageable scale
- Assess community needs through real engagement
- Create a foundation for the future expansion of APCE
Implementation Approach
At this stage, the project does not have a permanent or dedicated facility. Instead, activities are carried out by utilizing existing community resources, including:
- Community Centers
- Libraries
- Public Parks
- Social and faith-based community spaces
This approach allows the project to:
- Reduce operational costs
- Increase accessibility
- Enable faster and more practical implementation
Objectives
- Strengthening Social Integration: Creating opportunities for interaction between Afghan communities and the broader public, while reducing social isolation
- Creating Safe Cultural Spaces: Providing inclusive and welcoming environments for women, families, and youth
- Empowering Women: Developing programs that support women's participation, confidence, and social engagement
- Preserving and Promoting Afghan Culture: Organizing cultural activities that preserve Afghan identity and introduce it to the wider community
- Expanding Volunteer Engagement: Creating opportunities for individuals to actively participate in community-based initiatives
- Strengthening Local Partnerships: Building strong relationships with Fairfax County and local organizations
- Developing a Scalable Pilot Model: Establishing a practical framework that can be expanded into a larger, long-term initiative
